Les fortes pr\u00e9cipitations <\/span><span style=\"font-weight: 400;\">\u2212<\/span><span style=\"font-weight: 400;\"> qui sont de plus en plus fr\u00e9quentes <\/span><span style=\"font-weight: 400;\">\u2212<\/span><span style=\"font-weight: 400;\"> endommagent les biens, les infrastructures et affectent le bien-\u00eatre des personnes et des \u00e9cosyst\u00e8mes. Bien que ces \u00e9v\u00e9nements posent des d\u00e9fis \u00e0 la gestion des urgences en raison de leur impr\u00e9visibilit\u00e9 et de leur <\/span><a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/07055900.2014.969677\"><span style=\"font-weight: 400;\">fr\u00e9quence accrue<\/span><\/a><span style=\"font-weight: 400;\">, il est possible, gr\u00e2ce aux efforts de collaboration des r\u00e9sidants, des dirigeants politiques et des d\u00e9cideurs, de limiter l\u2019impact des temp\u00eates. L\u2019une des solutions qui gagne en popularit\u00e9 au niveau mondial est l\u2019approche des \u00ab villes \u00e9ponges\u00a0\u00bb, d\u00e9j\u00e0 appliqu\u00e9e avec succ\u00e8s en Chine, aux \u00c9tats-Unis et dans des pays d\u2019Europe.<\/span><\/p>\n<h5><b>Comprendre les villes \u00e9ponges<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">Les villes \u00e9ponges sont des zones urbaines qui imitent les \u00e9cosyst\u00e8mes naturels, en particulier dans leur approche de la gestion des eaux de pluie. Il s\u2019agit d\u2019approches <\/span><a href=\"https:\/\/www.ukri.org\/who-we-are\/how-we-are-doing\/research-outcomes-and-impact\/sponge-cities-sustainable-places-using-nature-based-solutions\/#:~:text=Researchers%20from%20the%20UK%20and,climate%20change%20in%20urban%20settings.\"><span style=\"font-weight: 400;\">fond\u00e9es sur la nature<\/span><\/a><span style=\"font-weight: 400;\"> qui s\u2019appuient sur des infrastructures naturelles bleues et vertes pour la gestion des eaux pluviales. Les villes \u00e9ponges visent \u00e0 g\u00e9rer les pr\u00e9cipitations \u00e0 la source au lieu de diriger les eaux de ruissellement vers des syst\u00e8mes d\u2019infrastructure artificielles (grises) de gestion des eaux pluviales. Il devient alors possible de g\u00e9rer les eaux pluviales sur place et de r\u00e9duire les inondations. Comme l\u2019eau reste \u00e0 l\u2019endroit o\u00f9 elle est tomb\u00e9e, elle est \u00e9galement <\/span><a href=\"https:\/\/www.seattle.gov\/utilities\/neighborhood-projects\/pipers-creek-natural-drainage\"><span style=\"font-weight: 400;\">moins susceptible d\u2019absorber des polluants nocifs pour l\u2019\u00e9cosyst\u00e8me naturel<\/span><\/a><span style=\"font-weight: 400;\">. Ces syst\u00e8mes permettent \u00e9galement de r\u00e9duire la n\u00e9cessit\u00e9 de moderniser et d\u2019\u00e9tendre les infrastructures grises avec les ann\u00e9es. Apr\u00e8s des ann\u00e9es de recherche, en 2014, le gouvernement chinois a demand\u00e9 l\u2019am\u00e9nagement \u00e0 l\u2019\u00e9chelle nationale de <\/span><a href=\"https:\/\/royalsocietypublishing.org\/doi\/10.1098\/rsta.2019.0222#:~:text='Sponge%20City'%20is%20the%20term,water%2Dlogging%20in%20Chinese%20cities.\"><span style=\"font-weight: 400;\">villes \u00e9ponges dans tous les nouveaux d\u00e9veloppements urbains<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><span style=\"font-weight: 400;\"> En 2022, <\/span><a href=\"https:\/\/www.reuters.com\/world\/china\/what-are-chinas-sponge-cities-why-arent-they-stopping-floods-2023-08-10\/\"><span style=\"font-weight: 400;\">plus de 64 villes chinoises \u00e9taient dot\u00e9es d\u2019une l\u00e9gislation<\/span><\/a> <span style=\"font-weight: 400;\">visant \u00e0 mettre en \u0153uvre les lignes directrices relatives aux villes \u00e9ponges \u00e0 l\u2019\u00e9chelle locale.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La r\u00e9ussite d\u2019une strat\u00e9gie de ville \u00e9ponge repose sur de multiples facteurs, qui vont au-del\u00e0 de la gestion de l\u2019eau. La mise en \u0153uvre r\u00e9ussie des villes \u00e9ponges n\u00e9cessite le soutien de la collectivit\u00e9 et du gouvernement, des politiques habilitantes et des lignes directrices pour la mise en \u0153uvre \u00e0 l\u2019\u00e9chelle locale. Dans les provinces canadiennes de l\u2019Atlantique, des consid\u00e9rations similaires pourraient favoriser le succ\u00e8s des initiatives de villes \u00e9ponges, o\u00f9 les politiques locales, les facteurs environnementaux, le soutien de la collectivit\u00e9 et la gouvernance jouent un r\u00f4le cl\u00e9 dans l\u2019\u00e9laboration de solutions durables pour contrer les inondations et les changements climatiques.\u00a0<\/span><\/p>\n<h5><strong>Villes \u00e9ponges au Canada atlantique<\/strong><\/h5>\n<p><span style=\"font-weight: 400;\">En raison de la diversit\u00e9 du paysage g\u00e9ographique de la r\u00e9gion, les d\u00e9fis du Canada atlantique face aux changements climatiques sont multiples et comprennent, entre autres, <\/span><a href=\"https:\/\/climatlantic.ca\/fr\/impacts\/elevation-niveau-mer\/#:~:text=Sea%20level%20rise%20in%20Atlantic,metres%20or%20more%20by%202150.\"><span style=\"font-weight: 400;\">l\u2019\u00e9l\u00e9vation du niveau de la mer, l\u2019\u00e9rosion c\u00f4ti\u00e8re, le vieillissement des infrastructures, les perceptions des r\u00e9sidants <\/span><\/a><span style=\"font-weight: 400;\">et le fait que l\u2019adaptation n\u2019est pas toujours la priorit\u00e9 des <\/span><a href=\"https:\/\/ecologyaction.ca\/resources-media\/press-releases\/opinion-our-hrm-alliance-calling-action-resourcing-halifax-green\"><span style=\"font-weight: 400;\">d\u00e9cideurs<\/span><\/a><span style=\"font-weight: 400;\">. Or, la mise en \u0153uvre de strat\u00e9gies de mise en \u0153uvre de villes \u00e9ponges pourrait contribuer \u00e0 rem\u00e9dier \u00e0 ces probl\u00e8mes.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bien que le terme de \u00ab ville \u00e9ponge \u00bb puisse sugg\u00e9rer un r\u00e9seau de syst\u00e8mes d\u2019infrastructures d\u2019eaux pluviales fond\u00e9es sur la nature, il n\u2019existe pas de guide clair sur la taille et d\u2019autres exigences de conception pour de telles strat\u00e9gies. Cette flexibilit\u00e9 permet aux municipalit\u00e9s et aux promoteurs d\u2019adopter ce concept sur des sites de tailles tr\u00e8s diverses. Voici quelques aspects des villes \u00e9ponges applicables au Canada atlantique :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/nben.ca\/en\/nature-based-solutions.html\"><b>Infrastructure verte<\/b><\/a><span style=\"font-weight: 400;\"> : Les jardins pluviaux, les parcs, les \u00e9cobaissi\u00e8res ou rigoles de drainage biologiques et les rev\u00eatements ou pav\u00e9s perm\u00e9ables peuvent r\u00e9duire la pression exerc\u00e9e sur les syst\u00e8mes (gris) de gestion des eaux pluviales.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Restauration des plaines d\u2019inondation et des marais sal\u00e9s<\/b><span style=\"font-weight: 400;\"> : La restauration des plaines inondables naturelles et des marais sal\u00e9s permet d\u2019absorber les eaux de pluie le long des c\u00f4tes et \u00e0 l\u2019int\u00e9rieur des terres.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Gestion des eaux pluviales<\/b><span style=\"font-weight: 400;\"> : Des techniques, telles que le <\/span><a href=\"https:\/\/files.cvc.ca\/cvc\/uploads\/2014\/04\/LID-SWM-Guide-v1.0_2010_1_no-appendices.pdf\"><span style=\"font-weight: 400;\">d\u00e9veloppement \u00e0 faible impact<\/span><\/a><span style=\"font-weight: 400;\">, sont conformes aux approches des villes \u00e9ponges et permettent de capter et de stocker les eaux de pluie.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Prise de d\u00e9cisions au niveau municipal<\/b><span style=\"font-weight: 400;\"> : Les politiques et r\u00e9glementations habilitantes encouragent l\u2019int\u00e9gration des m\u00e9thodes issues de la conception des villes \u00e9ponges dans les d\u00e9veloppements publics et priv\u00e9s.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Si les applications de la ville \u00e9ponge permettent une certaine souplesse en termes de taille et d\u2019approche, il est crucial de les adapter ainsi que de tenir compte des politiques de zonage et d\u2019utilisation des sols.
