Pour mieux d\u00e9montrer le lien entre l\u2019adaptation et la r\u00e9silience, prenons comme exemple le cas du bassin de r\u00e9tention des eaux pluviales naturalis\u00e9 de la rue Lorne \u00e0 Sackville, au Nouveau Brunswick. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sackville est depuis longtemps confront\u00e9e aux inondations en raison de sa situation g\u00e9ographique, des<a href=\"https:\/\/naturecanada.ca\/news\/blog\/6-ways-nature-based-climate-solutions-are-tackling-climate-change-in-canada\/\" target=\"_blank\" rel=\"noopener\"> cycles de mar\u00e9es \u00e9lev\u00e9es, des ondes de temp\u00eate et de l\u2019\u00e9l\u00e9vation du niveau de la mer<\/a>. En 2019, la municipalit\u00e9 a lanc\u00e9 son premier projet d\u2019infrastructure verte d\u2019envergure : le bassin de gestion des eaux pluviales naturalis\u00e9 de la rue Lorne. Les inondations avaient en effet tellement affect\u00e9 le quartier de la rue Lorne, ses entreprises et ses habitants que la <a href=\"https:\/\/www2.gnb.ca\/content\/dam\/gnb\/Departments\/env\/pdf\/EIA-EIE\/Registrations-Engegistrements\/documents\/EIARegistration1476\/EIARegistration1476.pdf\" target=\"_blank\" rel=\"noopener\">croissance \u00e9conomique s\u2019en trouvait limit\u00e9e<\/a>. Le bassin a \u00e9t\u00e9 am\u00e9nag\u00e9 en diff\u00e9rentes phases en 2019. La construction au co\u00fbt de <a href=\"https:\/\/www.naturalinfrastructurenb.ca\/case-studies\/virtual-site-tours\/lorne-street-naturalized-stormwater-management-pond\/\" target=\"_blank\" rel=\"noopener\">6 millions de dollars<\/a> a \u00e9t\u00e9 \u00e9chelonn\u00e9e sur plusieurs sous-phases.<\/span><\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.22.1&#8243; _module_preset=&#8221;default&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<h1>Qu\u2019est-ce que des bassins de r\u00e9tention des eaux pluviales naturalis\u00e9s?<\/h1>\n<p><span style=\"font-weight: 400;\">Les bassins de r\u00e9tention des eaux pluviales naturalis\u00e9s sont des <\/span><a href=\"https:\/\/www2.gnb.ca\/content\/dam\/gnb\/Departments\/env\/pdf\/Climate-Climatiques\/Presentations\/LewisE.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">\u00e9cosyst\u00e8mes vivants con\u00e7us pour am\u00e9liorer la sant\u00e9 des bassins versants gr\u00e2ce \u00e0 des processus naturels<\/span><\/a><span style=\"font-weight: 400;\">, et ils constituent une solution de rechange aux techniques de gestion des eaux pluviales. Ce sont des infrastructures vertes et des solutions fond\u00e9es sur la nature qui absorbent les eaux pluviales dans les zones urbaines. Au nombre de leurs avantages, citons :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Protection et\/ou restauration de la capacit\u00e9 d\u2019infiltration naturelle d\u2019un bassin versant<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Augmentation du service d\u2019approvisionnement en eau<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Am\u00e9lioration de la protection contre la s\u00e9cheresse<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">R\u00e9silience de l\u2019approvisionnement en eau<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Am\u00e9lioration de l\u2019aspect du quartier<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Soutien \u00e0 la coh\u00e9sion et au sentiment d\u2019appartenance<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Possibilit\u00e9s d\u2019\u00e9ducation et de loisirs<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/www.planning.org\/knowledgebase\/greenstormwater\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Rentabilit\u00e9 sup\u00e9rieure<\/span><\/a><span style=\"font-weight: 400;\"> sur l\u2019ensemble de leur cycle de vie par rapport \u00e0 celle des infrastructures grises<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Tout en pr\u00e9sentant des avantages sur le plan de l\u2019infrastructure et de l\u2019environnement, les bassins de r\u00e9tention des eaux pluviales naturalis\u00e9s favorisent \u00e9galement la coh\u00e9sion de la collectivit\u00e9 et la viabilit\u00e9 \u00e9conomique. Une d\u00e9marche holistique \u00e0 l\u2019\u00e9gard de ces principes est essentielle pour relever avec succ\u00e8s les diff\u00e9rents d\u00e9fis pos\u00e9s par un climat en constante \u00e9volution. <\/span><\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.22.1&#8243; _module_preset=&#8221;default&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<h1>Adaptation et r\u00e9silience gr\u00e2ce au bassin<\/h1>\n<p><span style=\"font-weight: 400;\">Le bassin accro\u00eet la r\u00e9silience de Sackville et de la collectivit\u00e9 face aux changements climatiques de plusieurs fa\u00e7ons. Il stocke environ 40 000 <\/span><a href=\"https:\/\/naturecanada.ca\/news\/blog\/6-ways-nature-based-climate-solutions-are-tackling-climate-change-in-canada\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">pieds cubes d\u2019eaux pluviales<\/span><\/a><span style=\"font-weight: 400;\">, qui sont lentement d\u00e9vers\u00e9es dans la rivi\u00e8re Tantramar par l\u2019interm\u00e9diaire de l\u2019infrastructure existante. Cette gestion efficace des eaux pluviales r\u00e9duit les risques d\u2019inondation et favorise l\u2019adaptation. En stockant et en lib\u00e9rant lentement les eaux pluviales, le bassin contribue \u00e0 emp\u00eacher l\u2019infrastructure existante d\u2019\u00eatre submerg\u00e9e et r\u00e9duit le risque d\u2019inondation, ce qui rend la zone plus r\u00e9siliente. Le bassin n\u00e9cessite peu d\u2019entretien et offre une protection \u00e0 long terme contre les effets des changements climatiques, tout en renfor\u00e7ant la r\u00e9silience de la zone en cas de fortes pluies et de l\u2019\u00e9l\u00e9vation du niveau de la mer.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le bassin est \u00e9galement devenu un lieu de vie pour des esp\u00e8ces v\u00e9g\u00e9tales et animales indig\u00e8nes. Il poss\u00e8de une petite \u00eele, exclusivement r\u00e9serv\u00e9e \u00e0 la faune et \u00e0 la flore, qui n\u2019est pas accessible \u00e0 pied. L\u2019\u00eele repr\u00e9sente un lieu s\u00fbr pour les esp\u00e8ces en les prot\u00e9geant des \u00e9v\u00e9nements extr\u00eames et en cr\u00e9ant un espace pour maintenir leurs populations. L\u2019augmentation de la biodiversit\u00e9 dans la zone favorise la r\u00e9silience de l\u2019\u00e9cosyst\u00e8me, ce qui permet aux esp\u00e8ces de mieux r\u00e9agir aux perturbations et de s\u2019adapter \u00e0 de nouvelles circonstances.<\/span><\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.22.1&#8243; _module_preset=&#8221;default&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<h1>Un catalyseur pour d\u2019\u00e9ventuelles mesures \u00e0 l\u2019avenir<\/h1>\n<p><span style=\"font-weight: 400;\">Comme le projet de gestion des eaux pluviales s\u2019est attaqu\u00e9 \u00e0 de multiples probl\u00e8mes, il a donn\u00e9 lieu \u00e0 des possibilit\u00e9s de retomb\u00e9es positives. Au-del\u00e0 du r\u00f4le \u00e9cologique du bassin, le sentier qui l\u2019entoure est tr\u00e8s fr\u00e9quent\u00e9 par les habitants pour leurs loisirs. Cette caract\u00e9ristique favorise non seulement le bien-\u00eatre physique, mais ajoute \u00e9galement une couche d\u2019engagement et de coh\u00e9sion communautaires.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Il est primordial d\u2019avoir un lien communautaire fort pour faire face aux impacts des changements climatiques et s\u2019y adapter. Un tel lien solide ouvre la voie au d\u00e9veloppement de <\/span><a href=\"https:\/\/www2.gnb.ca\/content\/gnb\/en\/departments\/public-safety\/publicsafety\/content\/community-capacity-and-resiliency.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">r\u00e9seaux de r\u00e9silience communautaire<\/span><\/a>. <span style=\"font-weight: 400;\">L\u2019implication des membres de la collectivit\u00e9, qui travaillent en collaboration et se soucient ensemble de la biodiversit\u00e9, favorise une culture de la responsabilit\u00e9 partag\u00e9e qui peut donner lieu \u00e0 d\u2019\u00e9ventuelles autres mesures dans l\u2019avenir. Cette approche contribue \u00e9galement \u00e0 faire \u00e9voluer la compr\u00e9hension et la conception de l\u2019adaptation, en passant de projets ponctuels \u00e0 un processus continu, collaboratif, complet, innovant et r\u00e9actif \u00e0 l\u2019\u00e9volution des besoins.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La d\u00e9marche holistique, qui soutient la biodiversit\u00e9, renforce les relations communautaires et nourrit un sentiment de responsabilit\u00e9 partag\u00e9e, montre comment les initiatives d\u2019adaptation peuvent aller au-del\u00e0 de leurs objectifs initiaux. Elle met \u00e9galement en \u00e9vidence l\u2019interd\u00e9pendance de l\u2019adaptation et de la r\u00e9silience et souligne que l\u2019adaptation est un processus. Des initiatives comme celle du bassin de r\u00e9tention de Sackville peuvent stimuler la collaboration, l\u2019innovation et engendrer d\u2019autres mesures du genre dans l\u2019avenir. La perspective holistique profite \u00e0 la collectivit\u00e9 aujourd\u2019hui et jette les bases de l\u2019adaptation et de la r\u00e9silience futures.
